Login to sysadmin console.
Click on "Access Policy" tab.
Click on "Create Access Policy".
Enter required details and select Policy Owner as Role or User.
Specify the resource to be provisioned by this access policy.
Say Continue.
Provide mandatory values and then click on Continue.

Click on Create Access Policy.
Successfully created.
